甲骨文 vps 节点最近总是断

这两天我的节点总是断，断了后过一会儿又恢复正常了。节点是甲骨文 Oracle 美西的机子，有两台。

断的时候，节点无法使用。但是：

ip 都能 ping 通，域名 ping 不通。
vps 搭载的网页打不开，ssh 连不上。

其他信息：

上海联通
常用节点的配置是 vless+vision+reality ，偷的是 icloud.cdn-apple.com 。断连的时候都是用的这个节点。
域名都是.top 结尾。

有说是 SNI 阻断，个人不太了解这方面，希望得到解答。

感觉像是甲骨文抽风了，或者墙/运营商对甲骨文进行了阻隔，因为有以下体现：
一个账号两台 vps （ ip ），平时只用一台科学上网。主力节点断的时候，两个 ip 都 ping 不通。但由于第二台备用的节点用了 cdn ，所以域名可以 ping 通，备用节点可以使用。
