windows 还是*nix ？应该是 windows 吧。。
而且似乎 python 也不是很熟？直接用 matlab 版本大概对你比较容易 python 自己编译一下就好 https://github.com/cjlin1/libsvm/tree/master/python |

只是学习怎么使用的话，可以装一个 anaconda ，用里面带的 scikit-learn
