每月扣 1 美元 X12 个月=12 美元 60 天主动消费 1 次，最便宜是第 59 天的时候主动发一条美国境内短信=0.1 美元 合计：12.6 美元？（虽然改了政策，不过好像还是可在中国漫游的，美国境内实体卡套餐）
