盈利性质就算是商业行为吧。不应该单纯的看时候拿钱，比如非盈利性基金会。

找了半天，终于发现了一个较为靠谱的答案：The definition of commercial use is broad, covering more than just obvious 'profit-making' uses. In practise, the term is equivalent to income-generating use of any kind, whether direct or indirect.
包括非营利组织（NPO) 其实在具体适用过程中，使用者可以与权利人咨询和协商。 |
