问题不明，如果是 win7，Office 不能登录微软账号的可以升级下 ie，win10 的情况没见过。

楼主的问题是有连接，无网络，不像是信号不稳定的问题。如果是有网络，但是丢包严重才是信号干扰太大吧。

可以试试把 dns 改成当地 dns，某些路由器自动获取 dns 时经常是选取的默认 192.168.x.1，然后偶尔没网。
